There are at least 13 major battery cell factories (and a number of smaller ones) launching operations in the USA by 2025, they will need LFP, graphite and other critical battery materials - currently not available in the USA (nor really available from Free Trade* partner countries).
Today's conflict with Russia has demonstrated how dangerous it is to rely on possibly un-friendly sources - as the EU is learning now and the USA learned when OPEC was first formed .
China is the largest maker of EV's in the world, and wants to compete with US brands.

Battery materials funding has been "front & center" in both the 2021 Infrastructure, and the recent IRA bills. Billions of dollars in grants and loans are being invested directly - and future EV tax credits will only benefit US made models that use USA or FT* country sourcing.
